For Development, You Can Get Free Oracle WebLogic Server Installers
These platforms should be installed using the generic installers for ARM OCI computation, AIX, and zLinux on JDK 11. This quick installer can be used for development purposes. It includes Oracle WebLogic Server software and Oracle Coherence running-time software. However, it does not include examples and localized WebLogic console support files.
The supplemental installer is used to add examples or localized WebLogic console files into an installation that was created using the quick installer.
The slim installer is used to develop and produce Docker or CRIO images and containers within Kubernetes. WebLogic console configuration and monitoring are not required. It includes Oracle WebLogic Server and Oracle Coherence runtime software. However, it does not include examples, the WebLogic console and WebLogic clients. Please see our 14.1.1.0 documentation.

Oracle WebLogic Server 14.1.1.0
This Oracle WebLogic Server 14.1.1.0 generic installer includes ADR. Both the generic (wls_lite), that does not include ADR and the generic install which includes ADR are supported for production deployments. WebLogic Server is now free of ADR. This installer continues to be available for customers who have existing WebLogic Server installations that contain ADR, and who wish to continue installing WebLogic Server with ADR.
Oracle WebLogic Server 12.2.1.4
Slim Installer:
This Oracle WebLogic Server 12.2.1.4 generic installer includes ADR. Both the generic (wls_lite) and the more comprehensive generic installer (wls_lite) are supported in production deployments. WebLogic Server does not require ADR. This installer is still available to customers who have WebLogic Server installations containing ADR and who wish continue installing WebLogic Server with ADR.
